§ 53.23 CONNECTIONS, RESPONSIBILITY OF TOWN.
   The installation of new service connections on contract executed with the town, the town shall be responsible for feed and distribution lines only to the outer wall of the house or building to be connected and in no manner assumes responsibility for any failure of the distribution system within any structure whatsoever.
