§ 53.21 DEPOSITS; CONSUMPTION DETERMINES.
   (A)   When the average monthly consumption of current over a period of any 3 months on any meter exceeds in value under this schedule 1/2 the amount of the deposit made pursuant to § 53.02, the Clerk- Treasurer is authorized to require the consumer to increase the deposit securing the payment of bills under the meter to an amount that will equal twice the average monthly consumption charge for each meter.
   (B)   No deposit shall be withdrawn from the Clerk-Treasurer until all outstanding accounts in reference to the meterage covered by the deposit are fully settled and the service disconnected.
