(A) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99 of this code of ordinances.
(B) Any person who fails to comply with the provisions of § 51.06 for more than 30 days after notice to connect is given, shall be subject to a forfeiture fine as provided in § 36.04 for each day such person shall not be in compliance herewith, and the village may cause connection to be made and the expense thereof shall be assessed as a special tax against the affected property.
