Whenever necessary to meet an emergency for which adequate regulations have not been adopted by the Village Board, the Village President may, by proclamation, promulgate and enforce such orders, rules, and regulations relating to the conduct of persons and the use of property as shall be necessary to protect the public peace, health, and safety. Any such emergency order, rules, and regulations shall expire within 48 hours of the issuance of the same unless extended by the Village Board in accordance with Wis. Stats. Ch. 323.
