The Village Board, by resolution, may provide for the continuity of government in the event of and through the duration of a state of emergency resulting from emergency action by providing a method by which temporary emergency action appointments to public office are made, except as limited by express constitutional provisions. Such ordinance or resolution shall define the scope of the powers and duties which may be exercised and shall provide for the termination of appointments so made, pursuant to Wis. Stats. Ch. 323.
