(A) Whenever, in the judgment of the Village President, a natural disaster or emergency exists, he or she may so declare and order that the Village Hall or other designated facility shall become the emergency operations center of the village for coordinating the delivery of emergency services, as set forth in the village’s emergency operations plan.
(B) The disaster operations chain of command shall consist of the following:
(1) The Village President; and
(2) The Emergency Management Director.
(C) The Village President, as Head of Emergency Management Services, shall be the chief executive officer of the emergency operations. He or she shall issue such orders and directions to the other members and shall assist them in delivering emergency services that they may be able to provide using the resources of the various departments and facilities under their control.
