No equipment or supplies shall be purchased by any person unless previously budgeted and approved by the Village Board. However, emergency purchases may be approved by the Village President and by the appropriate Committee Chairperson. All such emergency purchases shall be reported at the first Village Board meeting and the first Committee meeting following such purchase.
