After the installation of all utility and stormwater drainage improvements, the subdivider shall prepare the subgrade and install gravel in accordance with Public Works Committee specifications; all roadways in streets proposed to be dedicated to the widths prescribed by this section and the Comprehensive Plan or plan components of the village.
