§ 93.17  STREET CLOSING.
   (A)   Upon application by a resident of the affected portion of the street, the Village Board may grant a permit to close a definite and limited portion of a street in the village for a neighborhood block party.
   (B)   No such permit shall be granted when:
      (1)   The street or portion thereof sought to be closed is part of the state or county trunk highway system or is a major through street;
      (2)   Such closure will, or will be likely to, cause unreasonable traffic congestion, result in a disturbance of the peace, or endanger the public health, welfare, and safety; and/or
      (3)   Access to a business place would be hampered.
