(A) No person shall use any street within the village as a site or place to repair any motor vehicle while said motor vehicle is parked, stopped, or left standing, attended or unattended.
(B) This section shall not apply to changing of flat tires or to emergency or temporary repairs as may be necessary to move such vehicle when such vehicle becomes disabled while on the street in such a manner or to such an extent that stopping or temporarily leaving the vehicle on the street cannot be reasonably avoided.
