(a) No vehicle shall be driven or moved on any street, highway or other public place unless such vehicle is so constructed, loaded or covered as to prevent any of its load from dropping, sifting, leaking or otherwise escaping therefrom, except that sand or other substances may be dropped for the purpose of securing traction, or water or other substances may be sprinkled on a roadway in cleaning or maintaining such roadway.
(b) Except for a farm vehicle used to transport agricultural produce or agricultural production materials or a rubbish vehicle in the process of acquiring its load, no vehicle loaded with garbage, swill, cans, bottles, waste paper, ashes, refuse, trash, rubbish, waste, wire, paper, cartons, boxes, glass, solid waste or any other material of an unsanitary nature that is susceptible to blowing or bouncing from a moving vehicle shall be driven or moved on any street, highway or other public place unless the load is covered with a sufficient cover to prevent the load or any part of the load from spilling onto the street, highway or other public place.

(c) No person shall operate a motor vehicle from unimproved areas onto the streets, avenues and alleys within the corporate limits of the Municipality, in such a manner that mud is carried by the wheels of such vehicle onto the streets, avenues and alleys, without a permit authorizing the same.
(d) The Village Administrator, with respect to the streets, avenues and alleys within the Municipality, may in his discretion, upon application in writing and good cause shown therefor, issue a special permit in writing authorizing the applicant to operate or move a vehicle or vehicles upon any street, avenue or alley, so as not to conform with the provisions of this section. Any such permit may be issued for a period not to exceed thirty days.
(e) The application for any such permit shall be in such form as the Administrator may prescribe.
(f) The Administrator is authorized to issue or withhold such permit at his discretion; or, if such permit is issued, to limit or prescribe conditions of operation of such vehicle or vehicles, and may require such bond or other security as may be deemed necessary to compensate for any damage to any street, avenue or alley or the underlying sewers.
(g) Every such permit shall be carried in the vehicle or combination of vehicles to which it refers and shall be open to inspection by any police officer of the Municipality and no person shall violate any of the terms or conditions of such permit.

(h) It shall be the duty of the driver of a vehicle who unlawfully drops or deposits mud, stones, gravel or other similar material or permits the load or any portion thereof to be dropped or deposited upon any street, highway or other public place to immediately remove the same or cause it to be removed.
(i) Whoever violates this section is guilty of a minor misdemeanor.
