(a) All full-time employees of the Service Department shall be entitled to an annual clothing allowance not to exceed the sum of three hundred dollars ($300.00).
(b) The disbursement of the three hundred dollars ($300.00), clothing allowance be made through a voucher system to be administered with the approval of and at the discretion of the Village Administrator, beginning January 1, 2002, and continuing annually thereafter.
(c) All items purchased pursuant to the approved voucher system administered by the Village Administrator shall become and remain the property of the Village.
