(a) Layout.
(1) Streets shall be laid out to achieve a convenient system and to discourage through traffic on local streets. Provision shall be made for appropriate connections to existing streets and the future extension of streets into areas not subdivided. Reserve strips preventing access to adjoining properties shall be prohibited except where specifically placed in the control of the Commission.
(2) Where the plat to be submitted includes only part of the tract owned by the subdivider, the Commission shall require a sketch of a tentative future street system for the undivided portion.
(b) Major Traffic Arteries. Where a subdivision abuts or contains an existing or proposed arterial street as designated in a plan adopted under Ohio R. C. 711.09 the Commission may require any of the following:
(1) Service roads.
(2) Lots backing on to that thoroughfare with planting contained in a nonaccess reservation along the rear property line or a planting strip of a minimum width on the rear of the lots with no vehicular access across such strip.
(3) Such other treatment as may be necessary for adequate protection of residential properties and to afford separation of through local traffic.
(c) Physical Barriers. When a subdivision borders on, or contains, a railroad right of way or limited access highway right of way, the Commission may require a street approximately parallel to and on each side of such right of way at a distance suitable for necessary traffic circulation.
(d) Alignment.
(1) Jogs. Street jogs with centerline offsets of less than 125 feet shall be avoided.
(2) Angle of intersections. Streets shall be laid out so as to intersect as nearly as possible at right angles and no street shall intersect any other street at less than sixty degrees.
(3) Intersection approaches. Approaches to street intersections shall be perpendicular for a distance of at least 100 feet from the centerline of the street intersected. The Commission may modify this requirement when topography conditions prevent its strict enforcement.
(4) Reverse curves. A tangent at least 200 feet long shall be introduced between reverse curves on all but local access streets.
(5) Grade at intersections. Approaches to intersections shall be reduced to a grade not exceeding three percent for a distance of at least 100 feet. The Commission may modify this requirement when an unreasonable hardship would result from its strict enforcement.
(e) Dead-end Streets.
(1) Length. Dead-end streets shall not be longer than 600 feet. Exceptions due to topographical or other conditions are subject to the approval of the Commission.
(2) Turn about diameter. Dead-end streets shall be provided at the closed end with a turn-about diameter of at least eighty feet and a property line diameter of at least 100 feet. A T-type backaround terminus may be approved within the normal right-of-way.
(f) Subdivision Street Classification. Subdivision street requirements are as
specified in Table 1 herein.

(g) Corner Radii at Intersections. Property lines at street right-of-way intersections shall be rounded with a radius of twenty feet or of a lesser radius where the Commission may deem it satisfactory.
