1103.03 FINAL PLAT.
   (a)   The final plat shall conform to the preliminary plat as approved, except where changes are agreed upon between the Planning Commission and subdivider, and it may constitute only that portion of the approved preliminary plat which the subdivider proposes to record and develop at the time, provided that such portion conforms to all requirements of these Regulations.
 
   (b)   Application for approval of the final plat shall be submitted in writing to the Commission at least ten days prior to the meeting at which it is to be considered.
 
   (c)   Four copies of the final plat and other exhibits required for approval shall be prepared as specified in subsection (d) herein and shall be submitted to the Commission within twelve months after approval of the preliminary plat; otherwise such approval shall become null and void unless an extension of time is applied for and granted by the Commission.
 
   (d)   The final plat shall be drawn in waterproof ink on tracing cloth on sheets twenty-two inches by thirty-six inches with one-half inch margins. A scale of one inch equals sixty feet shall be avoided. More than one sheet with careful matching should be used where necessary, rather than the use of small scale maps. The final plat must show the following:
      (1)   Proposed name of the subdivision.
      (2)   Location by township, section, range or other legal description.
      (3)   Name and addresses of owner, developer and surveyor or engineer who made the plat.
      (4)   Date, north point and graphic scale.
      (5)   Boundary of plat with angles and dimensions based on an accurate traverse.
      (6)   Exact location, width and name of all streets and alleys within and adjoining the plat.
      (7)   True angles and distances to the nearest established street line or official monuments shall be accurately described on the plat.
      (8)   Where appropriate, Municipal or section lines accurately tied to the lines of the subdivision by distances and angles.
      (9)   Complete curve data for all curves included in the plan.
      (10)   Location, dimensions and purpose of all easements.
      (11)   Lot numbers and dimensions.
      (12)   Accurate dimensions of any areas to be dedicated or reserved for public, semi-public or community use.
      (13)   Building setback lines shown with dimensions.
      (14)   Location and description of all monuments.
      (15)   Certification of surveyor as to accuracy of survey and plat.
      (16)   Certificate of title showing that the applicant is the land owner.
      (17)   Statement of owner dedicating rights of way and sites for public uses.
      (18)   Certificate of the proper governmental authorities concerned with the specifications and inspection of plat improvements.
      (19)   Restrictions of all types which will run with the land and become covenants in the deeds for lots.
      (20)   Certificate for approval by the Commission.
