(a) Legal counsel shall be provided for the Municipality, and the person employed as such counsel shall be known as the Solicitor. The Solicitor shall be employed by and serve at the direction of the Council.

(b) The Solicitor shall be an attorney at law admitted to practice in the courts of Ohio. It shall be the duty of the Solicitor to act as attorney and counsel for the Municipality and for the officers thereof. As such attorney he shall defend all actions against the Municipality during the term of his employment, and render legal opinions to Council and to any department or officer of the Municipality upon request in writing.
