1333.03 PLUMBING APPEALS BOARD.
   (a)   There is hereby created a Plumbing Appeals Board to consist of five members.
One member shall be a plumber, one shall be a member of the Building Department and three members shall be representative of the public. The members shall be appointed and serve at the pleasure of the Mayor.
 
   (b)   The Board shall meet at such intervals as may be necessary for the proper performance of its duties.
 
   (c)   Any person who is refused registration or has his registration cancelled or is adversely affected by an order of the Plumbing Inspector, may file a written notice of appeal. Upon the filing of a proper appeal, the Board shall schedule a hearing on the decision appealed from. The appellant shall be given an opportunity to present testimony, oral or written, and shall have the right of cross-examination. All testimony shall be given under oath. The Plumbing Appeals Board shall have power to administer oaths, issue subpoenas, and compel the attendance of witnesses. The decision of the Board shall be in writing and shall be based on the evidence produced at the hearing.
 
   (d)   The Plumbing Appeals Board may make recommendations to the Plumbing Inspector, Mayor and Council relating to the administration of the Ohio Plumbing Code.
