(a) No individual shall engage in the business of plumbing in the Municipality for compensation until he has made application and been registered with the Plumbing Inspector as being engaged in the plumbing business.
(b) The Plumbing Inspector shall maintain a register of all persons engaging in the plumbing business.
(c) No permit shall be issued to any person to do plumbing for compensation whose name is not on the register maintained by the Plumbing Inspector; except that a permit may be issued to the owner of property who will perform work himself, or will have work performed by a relative or some other person not for compensation. Such owner must obtain a permit for plumbing work and such work must pass inspection to protect the public health. No permit shall be required in cases of leaks or repairs in existing plumbing.
(d) The Plumbing Inspector may refuse to renew a registration and may cancel a registration of any person who has failed to comply with the Ohio Plumbing Code. The Plumbing Inspector must give written notice by registered mail or in person of any refusal or cancellation of registration to the applicant or holder of the permit.
(e) Any person who receives written notice of refusal or cancellation of registration may file a written appeal to the Plumbing Appeals Board within ten days from his receipt of written notice. The order of the Plumbing Inspector shall be final if not appealed as provided.
(f) No person who has registered shall allow his name to be used by another person either for the purpose of obtaining permits, or for doing business or work under such registration. (Ord. 1882. Passed 4-16-68.)
(g) An application for a permit shall be made on suitable forms provided by the Plumbing Inspector. The application shall be accompanied by fees in accordance with the following schedule of fees:
