1329.02 NUISANCE CONDITIONS.
   (a)   No person shall accumulate, store or dispose of garbage or refuse in any manner other than as provided by Municipal regulations.
 
   (b)   No person shall accumulate or store junk at any place except in a wholly enclosed building or structure or in a junkyard.
 
   (c)   No person owning, occupying or otherwise having charge of or control of any property shall place or permit to be placed on that property any paper, dirt, ashes, cartons, boxes or any scrap or waste materials, so that the matter or materials could be blown onto any street, sidewalk, alley, park, public ground or property of another.

   (d)   No owner or occupant of any premises in the Village shall suffer any tree or shrub to grow in such manner as to obstruct or interfere with vehicular or pedestrian traffic over any highway of the Village, or to obstruct the light from any public lamp, or to obstruct or interfere with, in any manner, the erection or proper working of any wire or post, necessary to, or used for the operation of the electric light or fire alarm system. It shall be the duty of the Building Inspector to notify such owners or occupants of the premises, on or in front of which any tree or shrub may grow, to trim or remove such tree or shrub, within fifteen days in the manner which may be specified in the notice. No person shall refuse or neglect to comply with such notice within the time prescribed. Should any person refuse or neglect to comply, as foresaid, it shall be the duty of the Building Inspector to cause such tree or shrub to be properly trimmed or removed. The cost thereof shall be reported to the Treasurer, who shall certify it to the County Auditor to be placed upon the tax duplicate and collected as taxes are collected.
