The administration and enforcement of this chapter shall be the duty of the Chief of the Fire Department, who is hereby authorized and directed to take such action as may be reasonably necessary to enforce this chapter. The Chief may delegate his duties and responsibilities arising under this chapter to such members of the Fire Department as may be necessary to carry out the provisions of this chapter.
