1151.01 REVIEW AND APPROVAL OF PLANNED DEVELOPMENTS.
   Before any action is taken on any of the plans for a Planned Development, the plan and any supplemental information shall be submitted to the Planning Commission for study and report. Reasonable additional requirements may be recommended by the Commission for the protection of adjoining residential properties. The Commission shall, after public hearing, report its recommendations for approval or disapproval, together with the reasons therefor and additional requirements, if any, to Council for action. After Council holds a public hearing on the plan in accordance with Section 1127.01, approval of such plan shall constitute a zoning change of the affected tract of land to the proper zone classification.
