121.03 INDIGENT BURIALS.
   (a)   In accordance with Ohio R.C. 9.15, burial awards are for the purpose of providing burial funds for deceased eligible persons to defray the total cost of funeral, cemetery, and burial expenses. The maximum burial award permitted is a sum not to exceed one thousand one hundred fifty dollars ($1,150.00).

   (b)   Burial expenses shall include cremation only, as authorized by Ohio R.C. 9.15. (Ord. 29-2016. Passed 6-27-16.)
   (c)   Burial award eligibility is limited to specific categories of participants. Following are the categories with potential eligibility for a burial award:
      (1)   Supplemental security income (SSI) recipients, including persons residing in long-term care facilities, who do not receive SSI, but who would be SSI-eligible if they were residing in an independent living arrangement;
      (2)   Ohio works first (OWF) cash recipients;
      (3)   Children receiving foster care maintenance under Title IV-E of the Social Security Act;
      (4)   Recipients of aid for the aged (AFA), aid for the blind (AB), or aid for the disabled (AFD);
      (5)   Any nursing home patient who was not eligible for money payment assistance, but on whose behalf vendor payment was being made;
      (6)   Any person considered to be indigent by the Mayor.
   (d)   No payment will be authorized until the funds available from an individual’s own resources or funds from other resources have been evaluated.

   (f)   The burial award may be reduced or denied by the Mayor for any of the following reasons:
      (1)   The decedent is not eligible pursuant to subsection (c) hereof.
      (2)   The decedent has funds available from his own resources or other resources.
