(a) The Mayor is hereby authorized, from time to time, to establish by executive order fair and equitable regulations and a fee schedule for use of the public rooms of the New Boston Community Center by individuals or groups.
(b) The Mayor is further authorized to amend such regulations and fee schedule when he deems it necessary to do so.
