An application, in cases in which the Board of Zoning Appeals has taken original jurisdiction under the provisions of the Zoning Ordinance, may be taken by any property owner, including a tenant, or by a government officer, department, board or bureau.
Such application shall be filed with the Director of the Building Department who shall transmit the application to the Board. A fee of ten dollars ($10.00) shall be paid to the Director at the time notice of appeal is filed which the officer shall forthwith pay over to the Treasurer to the credit of the General Revenue Fund. If the appeal is sustained, this filing fee will be returned to the applicant.
