951.05 RUBBISH AND TRASH DISPOSAL.
   (a)   Rubbish may be deposited in the same can with garbage, if desired, but if rubbish is kept in a separate container, the container must be kept covered in order to prevent the entrance of water and snow. Where there is an accumulation of rubbish in quantity or quantities which will not permit the same to be placed in containers, the same may be placed at the side of the alley or street; provided, however, that it shall not be placed so as to interfere with ordinary traffic, and provided also that immediate notice shall be given to the office of the Village Administrator to remove same. The above requirements relative to the accumulation and disposal of rubbish in quantity shall also apply to materials herein defined as trash, when such materials appear in quantity.
 
   (b)   Bags or boxes containing rubbish must be strong enough to withstand handling, must be secured, and not exceed fifty pounds in weight. Bags or boxes that break open must be repackaged by the resident.
 
   (c)   Small amounts of brush may be bagged and/or tied with twine and placed out with the garbage.
 
   (d)   No roofing materials will be picked up. Lumber or construction debris must be removed by the owner or contractor. Small pieces of lumber must be cut into small pieces and bundled.
 
   (e)   Carpet must be rolled, bundled, and tied in lengths of no more than four feet.
 
   (f)   Needles must be in puncture-proof containers and clearly marked “sharps.” Failure to package needles properly may result in prosecution.
 
   (g)   No motor oil, paint, tires, batteries, air conditioners, scrap metal, or appliances will be picked up by the garbage collectors.

   (h)   No trash shall be placed or left on the curb side of the street or the alley side of the street sooner than twenty-four (24) hours prior to the trash collection day.
