951.04 GARBAGE CONTAINERS REQUIRED.
   (a)   The occupant of every building, premises or place where garbage does or may exist, shall provide himself with a garbage can or cans made of nonrusting material, in which they shall deposit all garbage existing at the place occupied by them. Such cans shall be provided with handles or bales. All garbage cans shall be watertight. They shall be of size that can be conveniently handled by the garbage collector, not to exceed thirty-five gallons in capacity, and shall be kept or placed where they can be conveniently reached by the collector. Where alleys are accessible, such cans shall be placed so that garbage collectors can conveniently get them at any place in close proximity to street or alley. No garbage cans or garbage shall be left on any public streets. All garbage cans shall be kept clean by the occupant of such premises. No person shall place anything other than garbage, trash or rubbish in garbage cans.

   (b)   No person shall throw, place or deposit any garbage in any street, alley, public place or private property within the Municipality, except in approved garbage cans. No person shall overturn or upset any garbage can on any street, sidewalk or alley.
 
   (c)   All owners of apartment buildings having four or more units shall provide a dumpster for garbage disposal, not less than three yards in capacity.
