951.02 COLLECTION BY MUNICIPALITY.
   (a)   The Village Administrator shall cause all garbage and rubbish to be hauled to a designated transfer station or landfill area, or he may provide for the disposal of such garbage and rubbish in such other manner as he may determine. The Village Administrator shall not permit or allow the disposition of garbage or rubbish to become a nuisance or to in any way endanger the public health. It shall be the duty of the Village Administrator to cause all vehicles used for the removal of garbage and rubbish to be thoroughly washed and disinfected at such times as may be necessary to prevent the vehicles from becoming a nuisance or endangering the public health.    (b)   No person other than those duly employed or authorized by the Village shall collect, handle, haul or transport on any streets, alleys, public ways or places of the Village any garbage without having first procured a permit from the Village Administrator, the annual fee for which shall be one hundred dollars ($100.00).
