951.01 DEFINITIONS.
   As used in this chapter, the following words and phrases have the meaning ascribed to them herein, unless specifically stated otherwise.
   (a)   “Garbage” means and includes all refuse, or the receptacles thereof, except containers authorized by this chapter, also rags, waste paper, floor sweepings and other combustible refuse.
   (b)   “Rubbish” means cartons, boxes, old lumber, sticks, dead trees or tree branches thereof, other waste matter of a combustible character. All materials enumerated in this subsection (b) shall be reduced to unit sizes, which enable the same to be handled easily.
   (c)   “Trash” means ashes, grass and weeds which are not reasonably dry, and all other waste materials, which are noncombustible and have not contained or do not contain matter, which might provide food for rodents or vermin.
