The rates for services rendered by the sewerage system of the Village for its services to corporations, inhabitants and other users, shall be reasonable and just and in any event shall bee at all times sufficient to produce gross revenue adequate:
(a) To pay the reasonable and proper expenses of operation and maintenance of the system;
(b) To pay when due the principal and interest charges, including required reserves and any coverage required by any bonds outstanding, payable from revenues of the system; and
(c) To pay installments due and payable and repayment of any loans made to the Village for the improvements of the system.
