It shall be the duty of the Village Administrator, to first cause notice to be given to the owner of premises abutting upon such sidewalk and curb of any necessary repairs or improvements. If such owner shall not within thirty days thereafter make the necessary repairs or improvements in such sidewalks or curbs, the same shall be done by the Village or its designated agent. The expense of such necessary repairs or improvements shall be certified by the Village Administrator to the County Auditor and such assessment shall act as a lien upon the property of such owner and shall be collected as provided for in the case of special assessments.
