No person shall, while engaged in construction work, block off necessary sidewalk and street space adjacent to such construction work without first having obtained a temporary permit to do so from the Municipality and unless such person has complied with the following conditions:
(a) The person engaged in such construction work shall erect adequate protective devices and structures to protect persons and vehicles passing such area from damage due to such construction work and erect in such cases, adequate and safe passage ways around such blocked off area, all of which shall be done and maintained at all times during the period when any such area is blocked off, to the satisfaction of the Municipality.
(b) The persons receiving such permit shall save the Municipality harmless from all damages, liability or suits for damages resulting from the blocking of and use of such sidewalks and/or streets and the maintenance of any temporary passage ways, protective devices or structures or for any other cause connected with or resulting from such temporary use of such sidewalks and/or streets.
