The Company shall provide cable communication service throughout the entire service area pursuant to the provisions of this chapter or the contract and shall keep a record for at least three years of all requests for service received by the Company in areas not served at the time of the execution of the contract. This record shall be available for public inspection at the local office of the Company during regular office hours.
