The Company shall agree to provide all services specifically set forth in its application to provide cable communication service to the Village, or as such application may be modified, and that its application shall be incorporated by reference and made a part of the contract. In the event of a conflict among such applications, the provisions of the contract for service and the provisions of this chapter, that provision which provides the greatest benefit to the Village, in the opinion of the Council, shall prevail.
