There is hereby created an Amusement Device Board of Appeals consisting of the Mayor, Village Administrator and Chief of Police, with the consent of Council. An applicant who has been refused a license or a licensee whose license has been suspended or revoked, as provided by Sections 733.10 and 733.11, may appeal to the Board, within ten days after the date of mailing by the Mayor of the notice of denial, suspension or revocation, by filling written notice of such appeal with the Chairman of the Board. The Board may, in its discretion, consider such appeal de novo or solely upon the evidence considered by the Mayor in hearing pursuant to Section 733.11. Upon such hearing, the Board shall affirm, disaffirm or modify such order of denial, suspension or revocation from which an appeal has been perfected. The ruling of the Board shall be final.
