Application for the license mentioned in Section 729.01 shall be made to the Clerk, who shall collect the fees and certify such action to the Mayor. The Mayor shall thereupon issue the license, but in case the Mayor refuses to issue the same, then the money so paid to the Clerk shall be returned to the applicant upon demand.
