Every driver of a taxicab shall pay to the Clerk a license fee of ten dollars ($10.00) per annum for the original license and ten dollars ($10.00) per annum or any part thereof, for each renewal of such license; provided, however, that any such renewal of the license that is issued after the expiration of the original license or any renewal thereof as provided by Section 725.09 shall be considered as an original license under this section and the fee therefore shall be ten dollars ($10.00) per annum or any part thereof.
