If the Mayor is satisfied that the applicant is of good moral character, is a suitable and proper person to operate a taxicab within the Municipality, and has fulfilled the Municipal requirements for obtaining a license, he shall notify the Clerk in writing and the Clerk shall then issue a license to the applicant upon payment of the proper fees.
