(a) No person shall peddle, solicit or conduct market research, door to door, at dwelling houses or businesses at random, on sidewalks or streets, at public places, at private meeting places or in any other manner or place in the Municipality between 7:00 p.m. and 7:00 a.m. any day. (b) This section does not apply to invitees or national charitable corporations licensed to do business in Ohio with recognized periods for campaigns, provided the organizations have been licensed to solicit by the Mayor. (Ord. 3-81. Passed 1-1-81.)
(c) Loud Noises and Speaking Devices. No peddler, nor person in his behalf, shall, for the purpose of attracting attention to any goods, wares or merchandise which the licensee proposes to sell, shout, make any out-cry, blow a horn, ring a bell or use any sound device, including any loudspeaking radio or sound amplifying system upon any of the streets, parks or other public places of the Municipality or upon any private premises in the Municipality whereby sound of sufficient volume is emitted or produced therefrom as to be capable of being plainly heard upon the streets, parks or other public places.
(d) Use of Streets. No peddler shall have any exclusive right to any location in the public streets, nor shall any peddler be permitted a stationary location, nor shall he be permitted to operate in any congested area where peddling operations might impede or inconvenience the public. For the purpose of this chapter, the judgment of a police officer, exercised in good faith, shall be deemed conclusive as to whether the area is congested or the public impeded or inconvenienced.
