717.02 APPLICATION FOR LICENSE.
   (a)    Every person desiring to engage in the business of palmistry, phrenology or the telling of fortunes by any means whatever, must make application to the Mayor or the Clerk acting for the Mayor for a permit. The application shall be in the form prescribed in this section. The application shall be filed at least fifteen days prior to the granting of such license.
 
   (b)    The written application shall state the following: the applicant's full name and address, including street number, together with the age of the applicant, his or her former business, previous experience or qualifications in such palmistry, phrenology or the telling of fortunes and the names and addresses of at least three residents of the Municipality owning title to real estate in the Municipality, as references regarding such previous experience or qualification, and as to the character of the applicant. The application shall be signed by the applicant and sworn to as to the truth thereof before any official authorized to administer oaths in the Municipality.
 
   (c)    The Mayor shall cause an investigation to be made as to the qualifications of the applicant, and if it appears that such applicant possesses such qualifications, shall grant a license, but if it does not so appear, shall reject same. If rejection of the application is made, the applicant for license shall be forthwith notified in writing of the reasons for rejection and shall. have the right to appeal in writing within five days to a board composed of the Administrator, the Mayor and the Solicitor. The board shall have the power after full hearing to affirm the rejection or order the license issued.
 
   (d)    No license shall be granted to any person who is not a citizen of the United States or who does not possess a good moral character.
