No person shall conduct any garage, basement, patio, barn, clothesline or yard sale without first obtaining a license therefor. Upon application, either in person or by mail, the Mayor or his designee is authorized to issue such a license. The license shall set forth the name and address of the person who will be conducting such sale and the date of the sale. There shall be a fee of five dollars ($5.00) for such license.
