(A) Appointments for the Board of Rural Fire Control shall be by district based on the recommendation of the Council members from the respective district in which each main fire station is located. Any vacancies shall be filled based on the recommendation of the Council members from the district where the vacancy occurs. Every main fire station shall recommend the appointment to the Council member in whose district its station is located.
(B) To be qualified for appointment, a candidate must be a member of a fire station.
