The Commission shall consist of 18 members, 12 appointed by the Newberry County Council, 1 appointed by the Prosperity Town Council, 1 appointed by the Whitmire Town Council, 1 appointed by the Little Mountain Town Council, 1 appointed by the Pomaria Town Council, 1 appointed by the Silverstreet Town Council, and 1 appointed by the Peak Town Council. It is the intent that the incorporated and unincorporated areas of the county shall be represented as nearly as practical proportionate to the population in each area according to the most recent decennial census. The number of appointments by each jurisdiction shall be adjusted as necessary after each census; however, each participating jurisdiction shall have at least 1 member.
