The assessment ratio otherwise applicable in determining the assessed value of aircraft subject to property tax in Newberry County, South Carolina is reduced to a ratio of 4% of the fair market value of such aircraft upon adoption of this section. The reduced assessment ratio established in this section shall apply uniformly to all aircraft subject to property tax in Newberry County, South Carolina.
