§ 32.03 POWERS AND DUTIES.
   The duties, responsibilities, and authorities of the Human Relations/Risk Management Director shall be delegated or assigned by the County Administrator to include, but shall not be limited to, the following, except where otherwise provided:
   (A)   To conduct assigned procedural and administrative studies and prepare reports embodying recommended solutions of proposed courses of action to the County Administrator in the areas of personnel administration and risk management;
   (B)   To make recommendations on the employment and/or termination of personnel responsible to the County Administrator;
   (C)   To serve as Human Relations Director of the county and thereby to administer a benefits plan, provide input into the payroll system, plan and conduct new employees orientation programs, administer EEOC reports, conduct research, and perform other personnel functions as required;
   (D)   To serve as the Risk Manager for the county on all insurance functions, procuring quotes, filing and following claims, and making reports;
   (E)   To assist the County Administrator in the preparation of the budget by providing information on personnel in the county;
   (F)   To conduct performance audits as required to assure compliance to legislative and administrative requirements and to perform operational audits of the efficiency of procedures, practices, and controls. In addition, program audits shall be performed to determine the effectiveness of the several departments in the county and/or agencies funded; and
   (G)   To accept assignments, prepare recommendations, and report findings on issues relating to personnel and risk management functions.
