The Human Relations/Risk Management Director shall be appointed solely on the basis of his or her executive and administrative qualifications, with special reference to his or her actual experience in and knowledge of the duties of office as herein prescribed. At the time of appointment, the Human Relations/Risk Management Director need not be a resident of the county or of the state. The compensation of this officer shall be fixed by the compensation plan adopted and approved by the County Council for Newberry County by ordinance.
