The provisions of § 96.146 shall not apply to any person or entity who is traveling through the County of Newberry in interstate commerce while on a public highway and only during the actual period of travel, not to exceed 4 hours, unless said person or entity is prevented continuing the journey by natural disaster, riot or other civil disturbance, or by some other Act of God. No such creatures temporarily in Newberry County while traveling can be sold, transferred or exhibited while in Newberry County.
