It is further ordained and decreed that any solid waste user fees collected shall be transmitted to the County Treasurer, who shall deposit such fees into the general fund of the county, to be expended as directed in each year’s budget ordinance, unless County Council shall direct by budge ordinance that the fees collected and received in a particular fiscal year are to be kept in, and disbursed from, a segregated account, or carried forward to the next budge year in such account.
