It shall be unlawful to leave an animal in a vehicle when the conditions in that vehicle would pose a health hazard to the animal. Animal control officers are authorized to seize and rescue such animal under these conditions. Damages incurred to such vehicles during the seizure of such animal shall be at the expense of the vehicle owner. Any person or entity who violates this section shall be subject to the penalty provided in § 91.99 of this chapter.
