Nothing in this subchapter shall be construed to prevent the Building Commissioner from issuing a building permit for the building of any part of a building where plans and detailed statements have been presented for the same, and before the entire plans and detailed statements of the building have been submitted. However, a complete set of all plans and specifications as required by this subchapter shall be placed on file before the foundation wall is brought to grade or to a height to receive the first tier of beams, girders or joists.
