(A) An individual who is not a licensed residential contractor may obtain a permit for purposes of installation, alteration, repair, service or replacement of a single-family residence. The individual must be both the owner and occupant (or intended occupant) of the residence.
(B) If the Building Commissioner or his or her agent determines that the owner or immediate family is incapable of performing, or if the character of any work performed indicated the owner or immediate family members are not qualified or capable of doing the work, the Inspector may require a portion or all of the work be installed, changed, altered or repaired by a qualified contractor. If a homeowner disputes a determination by the Building Commissioner, or his or her agent, then an appeal may be made to the Building Commission.
