(A) The following drainage fees shall be collected for new developments:
(1) Single-family residence or duplex residence: $100 per unit. There shall be no charge if a new single-family residence is a replacement of previous structure having been demolished within 366 days previous to applying for a building permit or demolished in conjunction with the building permit; and
(2) Commercial or industrial buildings or residential apartment buildings containing three or more units: $0.05 per square foot of building and impervious areas including parking lots.
(B) The drainage fees imposed in division (A) above shall be collected by the New Albany Sewer Utility in conjunction with any fees collected for sanitary sewer connection or other charges collected in accordance with Chapter 51 of the code.
(C) The Building Commissioner shall furnish a receipt of payment for the fees imposed and collected through divisions (A) and (B) above prior to the issuance of any building permit.
